Council approves LGI Homes “Jardin South” preliminary plat after water and grading assurances; one councilor recuses

Development Services Director Steven Tomita presented the preliminary plat for LGI Homes–Jardin South on June 1, describing that the subdivision follows a Planned Area District ordinance adopted in April 2025 and that staff found the preliminary plat in compliance after water-supply concerns were addressed through city improvements, including replacement and reprogramming of booster pumps.
LGI Homes representatives Eric Berman and engineer Doug Chuin answered Council questions about perimeter lot height and grading. Berman said the 60-foot perimeter lots are intended to be single-story consistent with the current product, though zoning permits two stories; Chuin confirmed the grading design intent is to remain within roughly one foot of existing grades to avoid disrupting existing fences. Chuin also clarified a procedural floodplain step: the city must sign an MT-2 community confirmation form before a CLOMR can be submitted to FEMA for a small flood-zone area of the site.
Councilor Steven Holdman moved to approve the preliminary plat. Councilor Rudy Espinoza recused himself from the vote; the motion carried 3-0 (Ortega, Armijo, Holdman voting yes).
