Council approves Sunrise Meadows preliminary plat with wall, lot and drainage conditions

The City Council approved the preliminary plat for the Sunrise Meadows subdivision on June 15, 2026, after developer clarifications and neighborhood input. Planning Technician Alexis Kline confirmed the item had been tabled previously for lack of the developer's presence; the developer and his representative were present to answer questions. The council adopted an amendment specifying that Lot 401 of Sunrise Bluffs remain part of Sunrise Bluffs and that the perimeter wall be constructed to ten courses (about six and a half feet) after grading and before home construction.
Developer representative Justin Simonson clarified two points: Lot 401 is included only for a lot-line adjustment to accommodate the entry road and will remain part of Sunrise Bluffs; and language referencing a mandatory lift station should be amended so the developer can work with city staff and engineers to design the appropriate connection to existing water and sewer infrastructure. Simonson also explained drainage plans, saying large retention ponds on the west side of the property will capture watershed runoff and release it at a reduced historic rate; those ponds will be HOA-owned and maintained. The property owner, through his representative, confirmed "the wall would be built adjacent to existing walls per an agreement with Sunrise Bluffs, with foam fill between the walls for sound mitigation, and constructed to a height of ten courses (approximately six and a half feet)."
Neighborhood representatives — Lorraine Keith, president of the Sunrise Bluffs HOA, and resident James Popovich — spoke in favor of the clarified arrangements and sought assurance the developer would repair any damage to existing walls during construction, which the developer accepted. The motion to approve the preliminary plat as amended was made by Councilor Frank F. Ortega, seconded by Councilor Rudy M. Espinoza, and carried unanimously.
