The motion was made by Supervisor Kurt Blumenthal and seconded by Supervisor Keith Merrill; the minutes record the motion passing "with all in favor."
Supervisor Terry Mountford criticized the approval process, saying "there is a major dysfunction in the CDD’s operating process" and noting the CDD was "already $300,000+ over budget" before the additional expenditure. District Engineer Charlie Krebs and Supervisor Blumenthal countered that the expenditures stemmed from project timing and funds carried over into Fiscal Year 2025, and that the change produced a functioning solution to eliminate standing water. The board directed District Counsel Tony Pires to draft "ground rules" for approving field change orders above a specified amount and to consider requiring special meetings or defined contingency authority for project managers.
