Belen council narrows ICIP priorities; wastewater plant tops draft list

Mayor Robert Noblin opened the Belen City Council ICIP workshop on May 19, 2026, and led a review of capital needs and previously funded items. He told the council that some funded items would drop off the current list and recapped recent allocations: "park improvements for $100K which we put towards Vivian Fields, $250K for the Bosque drain plan, and the pump truck for $1 million dollars," he said.
City Manager Roseann Peralta and councilors discussed which projects to elevate into the city's top 10 ICIP priorities. The draft priorities the governing body reviewed place Wastewater Treatment Plant Rehabilitation at the top, followed by the Westside flood improvement frontage road pond and an airport sewer-line extension. The list also includes park and trail projects, SCADA upgrades, and equipment and vehicle needs.
No formal motion or roll-call vote was recorded during the workshop; councilors and staff treated the session as a working review to refine priorities before any formal action. The draft top-10 list discussed by staff and council was: 1) Wastewater Treatment Plant Rehabilitation; 2) Westside Flood Improvement Frontage Road Pond; 3) Airport sewer line extension; 4) Anna Becker Park improvements; 5) Veterans Memorial; 6) SCADA upgrades; 7) Business Center upgrades; 8) Roadway improvements (Gilbert and 7th); 9) Mesa Road Trail; 10) Ambulance purchase.
