The Franklin Township Planning Board approved Cal Sterling Franklin’s application to construct the second 30-unit multifamily building in the Strolling Point development, with a condition that the applicant comply with all staff reports before final approvals.
An attorney for the applicant outlined the project history: the board granted preliminary and final major site-plan approval in 2021 including variances, the first of two 30-unit buildings (Building 1) is under construction and is anticipated to be ready for occupancy in February 2027, and water-permitting issues with state and neighboring jurisdictions delayed completion of the overall project. The applicant’s engineer and counsel said most site improvements are installed and that landscaping remains to be completed before a certificate of occupancy.
During public comment, resident Barbara August asked, “Has the water issue been resolved?” A township water staff member responded that the water permit package is ready to be submitted to the reviewing agency and that there is on-site water for Building 1 and fire hydrants; staff said they will work with the applicant to secure full water supply when the master permit is issued. With that clarification, the board moved to approve the application subject to compliance with staff reports and conditions.
