Aquilla ISD rejects prior asphalt bids and authorizes negotiation to add driveway project to bond contractor's contract

The Aquilla Independent School District Board of Trustees voted Jan. 27, 2025 to reject previously submitted bids for a driveway and parking asphalt project and to authorize the superintendent to negotiate adding the work to the existing bond construction contract.
The board first voted to remove the item from the table (motion by Kevin Clepper, second by Will Pinner) and then voted to reject the prior bids (motion by Will Pinner, second by Kevin Clepper); both motions passed unanimously. Later the board authorized the superintendent to negotiate a contract with Baird-Williams to add the proposed Options 3 and 4 to the Baird-Williams contract, with Janek & Whitten Construction named as the vendor for those options, contingent on the geotechnical engineer's report. Courtney Lewis moved to authorize negotiation; Amber Cain seconded and the motion passed unanimously.
The minutes note that, under the Baird-Williams contract, change orders may be made on a per-instance basis up to 15% of the previously awarded amount and total change orders may not exceed 25% of the awarded contract. The minutes do not record dollar amounts for the proposed work or the award amount for the existing contract; the board recorded only authorization to negotiate.
