Public Services Director Jorge Chamorro presented the department's FY27 package at the May 21 work session: ongoing reductions of about $2 million (including a projected $1 million reduction in Advantage Services contract usage and elimination of 11 vacant crossing guard positions) and three primary requests (inflation/contract/utility increases, vehicle purchases for Signs & Markings and a time‑limited ballpark building administrator). Chamorro said the net ongoing budget would be roughly $48 million.
On public EV charging, Chamorro said Central Finance recommended adding a placeholder fee of up to 25 cents per kilowatt‑hour in the city's cost and fee schedule to allow location‑based pricing later. "Currently, the recommendation after the cost analysis performed by Central Finance is to charge up to 25¢ per kilowatt hour," Chamorro said; staff stressed the CFS listing is a placeholder and does not require instantaneous implementation on July 1. Councilors asked whether charging would replace parking fees at charging stalls and whether CRA revenue will offset ballpark maintenance costs; staff said some CRA revenue is expected to cover ballpark maintenance costs and that the charging technology can be configured to apply fees.
