500 West improvements proposed from Granary funds; council questions timing amid development

Staff and the mayor's office said the 500 West allocation is intended for road reconstruction, utility work and basic curb and stormwater improvements and that the proposed CRA funds are a fraction intended to ready the corridor for development.
"The work underway right now on 500 West... the scope of that work is from the park blocks directly west of the Gateway Mall down to 900 South," Blake Thomas, senior adviser in the mayor's office, said, adding the scope focuses on utility work, road reconstruction and design to alleviate stormwater and floodplain issues.
Board members asked whether spending now risks undermining future construction when heavy truck traffic and large development activity could damage newly installed infrastructure. Blake responded the allocation is a "bare bones amount for the road work" and does not include landscaping; staff said landscaping and finer public‑realm elements would be expected to be provided by future developers under the zoning and development process.
Several members requested more parameters, examples of anticipated expenditures and a commitment that future construction-level funding or approvals would return to the board rather than be treated as pre-approved by including the allocation in the budget.
