Lynden council approves ordinance correcting 2024 budget; increases fund capacities

The Lynden City Council on Dec. 11, 2024 approved Ordinance 24-1702 to repeal and replace Ordinance 24-1701 and correct errors in the city’s adopted and amended 2024 budget. Councilor Gary Vis moved the approval and Councilor Brent Lenssen seconded; the motion passed by a 5-0 vote.
City staff reported that an error in ORD-24-1701 used the remaining budget capacity line for Fund 221 (COL Note Redemption A) rather than the overall Budget Authority. Staff said the intention had been to increase that fund’s budget capacity by $300,000; the ordinance would also increase capacity in three other funds identified in the minutes (Fund 001 General Fund; Fund 350 General Government Capital Reserve; Fund 410 Stormwater). Several numeric lines in the printed minutes were corrupted and not legible; specific dollar lines for some amended amounts are therefore recorded in the minutes as not specified.
Councilors said the ordinance reflects timing changes and higher-than-expected costs tied to council-approved projects and expenditures through the fiscal year. The council recorded the vote as approved 5-0 and authorized the mayor’s signature on Ordinance 24-1702. No additional amendments or roll-call dissent were recorded in the special meeting minutes.
