BISD plans to expand Optional Flexible School Day to recover attendance and help students keep credit

The Brownsville ISD administration presented a plan to expand the Optional Flexible School Day (OFSDP) program as an attendance recovery tool for students at risk of losing credit due to excessive absences.
Chief Operations Officer Dr. Nellie Cantu said the program will flag two groups: students who had 18+ absences in the prior year and students who accumulate 10+ absences early in the current year. The district plans to use app‑based workflows that record make‑up minutes (including Saturday and after‑school sessions) and to route flags to principals and parent liaisons so targeted recovery plans can be scheduled. "Any student that lost or is going to lose credit because of attendance, this program allows them," Cantu said.
CFO Alejandro Cespedes told trustees the OFSDP can also have material budget implications; using conservative estimates he said the program could generate multiple millions of dollars in state/local funding tied to recovered average daily attendance when properly captured. Administration said the program application has been submitted to TEA and staff training is planned for data clerks and principals.
