Board hears facility cycle expense plan, quarterly investment report and policy proposals on campus security and summer hiring

Assistant Superintendent Matt Strode presented the Facility Cycle Expense Plan, a long-term budgeting strategy to prioritize maintenance, repair and replacement of district assets and to reduce emergency costs. Strode said projects exceeding a $50,000 threshold will be submitted to the Board for approval in accordance with purchasing guidelines.
Clint McLain, Executive Director of Business and Finance, presented the quarterly investment report in accordance with Section 2256.023 of the Public Funds Investment Act covering transactions for the quarter ending March 31, 2026. Chief of Police Ben Boyd reviewed a proposed revision to Policy CKE (LOCAL) to allow the authorization and use of off-duty peace officers in part-time or volunteer roles to support campus security. Superintendent Lamond Dean recommended revising Policy DC (LOCAL) to delegate limited hiring authority to the Superintendent between the May and August board meeting window; any hires under that authority would be reported to the Board.
