Channelview ISD flags special education staffing gaps and plans new supports

LaKeisha LeBlanc and Dr. Ryan Wheeler briefed trustees on Special Education services at the Nov. 18 meeting, reporting program capacity pressures and referral volume. District programs such as SLC K–2 and SLC 3–5, plus Life Skills and C-Class, are at or near capacity; officials said 97 students are currently referred for initial IEP evaluations, including 29 referrals at ECC.
LeBlanc said speech services currently support 671 students with six speech-language pathologists (two vacant), two SLP-As and three contracted staff, leaving the district approximately four providers short of Texas Association of School Boards (TASB) recommendations. To address the gap, the district plans to implement a speech MTSS model, create an ARD facilitator role, expand language labs and open a Kindergarten Transition Class to improve compliance and daily ARD management.
