At the Nov. 18 meeting, Dr. Michael Houston presented a Quality Seats Analysis conducted with Good Reason Houston showing that nearly 75 percent of Channelview ISD students attend A- or B-rated campuses and that the district currently has no F-rated campuses. The presentation also reported improved academic growth in Grades 3–8 reading and math and gains in postsecondary readiness, while noting that the district underutilizes CCMR Outcomes Bonus funding.
Houston told trustees that enrollment has declined over recent years and that transfer-out rates have increased over the past five years. He highlighted persistent achievement gaps for Emergent Bilingual and Special Education students as areas that require continued focus. The board received the analysis for discussion and planning; no specific funding action accompanied the presentation.
