Channelview ISD reviews special education growth, compliance and supports under SB 568

District staff presented the 2025–2026 Special Services Annual Update, covering service tiers, STAAR results for special education students, transition services and workforce training including three District Behavior Paraprofessionals trained in behavioral supports.
LaKeisha LeBlanc and Dr. Ryan Wheeler presented the Channelview ISD Special Services Annual Update on Sept. 16, explaining the district’s special education structure and current initiatives aligned with Strategic Goal 2. The presentation covered the district’s eight tiers and four service groups, STAAR 2025 outcomes for students receiving special education services, compliance activities, transition services for students aged 18 and older, vocational partnerships, and implementation steps following SB 568.
LeBlanc and Wheeler also described recent operational steps: training three District Behavior Paraprofessionals in behavioral supports including whole-classroom approaches, student supports, 504 plan coordination and Tier 3 interventions. They noted program enhancements at Barrett-Lee Early Childhood Center, expanded case management at elementary campuses, and high school program updates, and referenced HB3928’s reclassification of dyslexia under special education.
