Trustees review proposed District of Innovation amendments to class-size and behavior-coordinator provisions

Assistant Superintendent Matt Strode presented two proposed amendments to Chapel Hill ISD’s District of Innovation (DOI) plan. The changes were approved earlier by the District-Level Committee on March 3, 2026 and are now presented to the Board for consideration.
The first proposed amendment removes the Campus Behavior Coordinator exemption, which Mr. Strode said is no longer appropriate following legislative changes enacted by the 89th Texas Legislature that eliminated Chapter 37 exemptions. The second would permit the Board to locally approve elementary class sizes exceeding a 22:1 student-to-teacher ratio without submitting a waiver to the Texas Education Agency. Mr. Strode noted the DOI was originally approved in 2019 and scheduled for renewal in 2027; these amendments would be processed under Board Policy AF (LEGAL).
The minutes record the presentation of the proposed changes but do not record a final Board vote on adopting the amendments at this meeting. Further action—formal Board approval or additional committee review—would be required before changes take effect.
