Commissioners authorize application and local waiver for $100,000 land-use plan

Hancock County commissioners on Feb. 24 approved Resolution #107-26 authorizing staff to apply for a program-year 2026 Ohio Department of Agriculture Comprehensive Land Use Planning grant to complete and adopt a countywide Comprehensive Land Use Plan. County staff estimated the plan would cost $100,000; according to the minutes, roughly half of that cost is expected to come from the Revolving Loan Fund and half from the grant. Matt (Cordonnier) was authorized to prepare and submit the grant application (motion by William Bateson; second by Timothy Bechtol; passed 3-0).
The board then approved Resolution #108-26, allowing submission of a waiver to use $50,000 from the Hancock County Revolving Loan Fund toward the plan. Phil Johnson explained the state has been asking counties to reduce Revolving Loan Fund balances; commissioners noted that if the county opts not to proceed with the plan it would not be required to act on the waiver. Commissioner Cindy Land asked whether grant funds must be repaid if the plan is not adopted; Matt said he would find out and report back.
