The Edgewood Independent School District Board of Trustees approved revisions to the Student Health Advisory Council (SHAC) bylaws at its Aug. 20, 2024 meeting after the board requested that legal counsel read key provisions in open session.
Trustee Michael Valdez asked that the bylaws be read aloud; the board's attorney explained the proposed rules would allow the board to appoint a chair and co-chair (who must be parents of students and not district employees), remove the SHAC's prior election process for those offices, require the SHAC facilitator to record minutes and post them on the district website, add an extra month for the council's final meeting (June to July), and permit potential removal of members who fail to attend the newly specified number of consecutive meetings. Trustee Dr. James Hernandez moved approval and Trustee Luis Gomez seconded. The motion passed 6-0 in open session.
Board members framed the changes as clarifying the council's responsibilities and aligning SHAC operations with district oversight. The minutes direct staff to publish the bylaws and implement the recording and posting requirements.
