At the meeting the commission approved the conceptual major development/certificate of appropriateness for 406 West Smuggler and several requested benefits, subject to conditions. The approval included a side-yard setback variation, floor-area exemption related to an internalized and screened light well, and requirements for selective demolition monitoring and a preservation plan prior to permit.
The commission revised condition 5 to require a $60,000 financial assurance for safe relocation (one-half releasable when the structure is placed on its new foundation and one-half at project completion). Additional conditions include submission of updated stormwater and landscape plans and required stabilization/structural assessment before final approval. The commission also agreed to study bond/assurance levels in a future work session.
