Neighbor praises encroachment removal but questions slope survey and visibility

"I don't see how they can say the top of slope is 20 feet down," Kathy Johnston said, describing differences between the site photograph and the revised survey. She told commissioners she had built under Helm Lake restrictions in 1992 and had to meet a stricter standard. Applicant Patrick Raleigh and staff said they met on-site with the city engineer and the applicant's surveyor to re-establish the top-of-slope and that the city appended a memo accepting the revised line.
The exchange prompted commissioners to ask staff and the applicant to provide updated exhibits and a memo documenting the on-site survey and the engineering sign-off before the continued hearing.
