Council reviews two West End preservation call-ups and transferable development-rights details

Jillian White, Aspen's historic-preservation officer and principal planner, presented two notices of call-up for properties in the West End and recommended the council uphold the Historic Preservation Commission's approvals.
"I'm Jillian White, Aspen's historic preservation officer and principal planner," White said as she described the first notice for 504 West Hallam, noting the HPC approved conceptual development plan approval, relocation requests, a setback variation and the creation of two transferable development rights certificates.
White explained the city TDR size is 250 square feet and noted any TDR use will return to council later as an ordinance requiring two readings. Councilors asked clarifying process questions, including whether the creation and landing of TDRs is discretionary and what criteria eligible landing sites must meet; staff said landing sites must meet code criteria spelled out in municipal code.
