Aspen staff preview $171.2 million 2026 capital budget, say three projects dominate five-year plan

Aspen staff presented an overview of the proposed 2026 capital budget and a five-year plan that emphasizes a small number of large, multi-year projects. "Proposed 2026 capital $171,200,000," budget manager Matt Grama told the council, noting the Lumberyard, Armory and water-treatment projects make up the majority of near-term spending.
The presentation grouped investments by category: buildings, infrastructure, fleet and capital maintenance. Grama said buildings led 2026 requests (about $129.3 million) with lumberyard and armory as the largest single components. He told the council that, in the five-year view, the same three projects continue to dominate the borrowing profile and that outside smaller projects and maintenance work will follow after those multiyear programs.
Staff said they are coordinating geographically across departments to limit repeated impacts in the same neighborhoods, citing recent examples of consolidated asphalt work and conduit installation for future EV charging when other utilities are already opening the ground. The council asked staff to continue exploring grant and donor options and to return with supplemental requests where projects or timing change.
