William J. Joyce was sworn in as the 22nd president of the Village of Steger on May 5, 2025, at the Louis Sherman Community Center. Judge Luciano Panici administered the oath of office to Joyce and other newly elected officials, and the board then convened with Joyce presiding.
In a roughly four-page inaugural address, President Joyce said his administration’s first priority is to "get our Financial House back in order," followed by public improvements and infrastructure, code enforcement and economic development, youth and senior services, and public safety. He said the administration will "initiate an action plan which will direct my leadership staff" and singled out audits, contract reviews and improved transparency as immediate tasks.
Joyce framed the agenda as a return-to-order exercise and used a recurring phrase to emphasize a new start: "Today begins we begin a NEW DAY!" He detailed specific infrastructure priorities including an updated review of public rights-of-way, water-system inspections, fire-hydrant and valve inventories, corrective work on dead-end mains, and implementation of a road improvement plan.
On public safety, Joyce emphasized retention and strengthening of police and fire staff and pledged to "put an end to the failed past practices from before," adding that his administration will pursue grants and intergovernmental assistance to advance projects. He also said the municipal code will be revised to address long-standing problems and that staff evaluations with measurable goals will be implemented.
The swearing-in and address were followed by routine board business, including votes on ordinances, resolutions and licensing matters. The board called the roll of the newly seated trustees — Kaminski, Stewart, Thurmond, Trotier and Perchinski — after the ceremony.
The village will next address several of the items Joyce listed as priorities through committee work and routine board meetings; he asked residents to participate as partners in the effort to "get Steger back on track."
