Lorena Vargas, development services analyst in engineering, introduced a proposed fee adjustment for the Main Street banner program, saying the city has not updated those fees in at least five years and would like to “bridge the gap a little bit more between the cost of staff time to run this program and the cost to the customer.”
Staff proposed eliminating double‑sided banners, charging $1.50 for a (single‑sided) banner and increasing installation fees to better reflect eight crew hours of work. Council members asked which organizations use the program most (staff cited the ski company, the art museum, food & wine events and the music tent) and whether the city itself or sister cities would pay; staff confirmed the City of Aspen is exempt while sister cities would pay. Council signaled support for the concept and asked staff to phase increases (smaller step this year, larger next year) and to confer with frequent users before finalizing.
