Mayor Richard Champeny reported that the Xcel Energy substation issue is currently in the courts and reviewed the purpose of declaring a state of emergency related to the recent snowstorm. He said the local moratorium would end at noon the following day and publicly recognized the city crew and emergency services for their preparedness and response.
Separately, the council accepted the resignation of Marcel Kulas as chairman of the Board of Appeals (motion by Loren Mueller, seconded by Perry Iberg). The mayor indicated he will table appointments for a replacement chair and alternates until a later meeting.
