Council approves $230,000 reallocation to support learning center infrastructure at Cozy Point Ranch

Matt, the City of Aspen Parks and Open Space director, told council that Cozy Point Ranch's septic system has been completed and that invoices show a total cost of about $500,000. He said there is a delta of approximately $230,000 between what was allocated in 2023 and the remaining budget.
John Spies, senior open space and natural resource manager, described the proposed uses for the remaining funds: a site fire‑suppression system with large tanks and a new hydrant, water‑quality treatment for the building's supply, and irrigation repairs for the building and surrounding landscape. Councilors debated the city's long‑term stewardship of Cozy Point Ranch — Councilor Bill said he is not convinced the city is the best steward and floated exploring transfer options — while staff noted an Aspen Valley Land Trust conservation easement and recent investments in stormwater and safety. On roll call the council approved Resolution 141, series of 2025, to amend the payment agreement with the Farm Collaborative and release the remaining funds.
