Consultants and commissioners stress tracking: 'tie the plan to the agenda'

Several commissioners pressed for accountability mechanisms that will move the CRA plan from a static document to an actionable work program. "When we do our CIP analysis...it will say who's responsible for it," consultant Tom Kohler said, urging an annual agenda connection and tracking matrix so the CRA can demonstrate progress. Commissioners noted the CRA has a new director and suggested that staff would be responsible for monitoring execution, providing annual reports and tying budget decisions to the plan's outputs.
The consultant said one deliverable will be an implementation spreadsheet the CRA director can use to assign responsibilities and timelines for the plan's actions, support monitoring and inform annual budget decisions.
