Henderson ISD staff present higher certified values and propose 0.8222 tax rate

Henderson ISD trustees heard a budget workshop Aug. 12 during which district staff presented higher-than-expected 2025 certified property values and a proposed tax rate. Nikki Warner reported certified values of $1,805,141,183 and a proposed total tax rate of 0.8222, composed of a maintenance and operations (M&O) rate of 0.6822 and an interest and sinking (I&S) rate of 0.14.
Warner told trustees that TEA's Local Property Value Survey calculated a maximum compressed M&O rate of 0.6322 and that adding five "golden pennies" produced the proposed M&O. She said she "discovered an additional $1.1 million in revenue from the Small to Mid-size Allotment" when reviewing the state funding template. The presentation also showed the district's debt calculation would need a 0.1598 I&S rate to fully cover debt service; staff proposed a lower I&S of 0.14 to spend down fund balance, producing a 2025–26 debt service deficit of ($754,486).
The workshop included proposed general fund assumptions: HB2 classroom teacher increases per the teacher pay scale, a 3% raise for all staff excluding administrators, and an increase in the district contribution toward employee health insurance to $375 per month. Staff noted exclusions from the proposed budget such as Teladoc and the 403(b) matching plan and emphasized that Household Income Survey responses affect federal child nutrition reimbursement rates. Trustees will consider formal budget and tax-rate adoption at a called meeting Aug. 26.
