Council and commissioners direct staff to extend Parks & Rec JPA to June 30, 2027 and continue review to Sept. 14

Staff presented a review of the Parks & Recreation Joint Powers Agreement (JPA); presenters included Jodie Pond, Tyler Sinclair, Tyler Florence and Lea Colasuonno. The County initially moved to direct staff to prepare a one-year extension and a revised JPA addressing capital and operations funding for the recreation center and parks, maintenance of non-park public facilities, and governance recommendations for the Parks & Rec Board. Commissioner Luther Propst suggested adding a specific date rather than leaving a date uncertain; after further discussion the initial motion was withdrawn.
After reconvening, Commissioner Wes Gardner moved (seconded by Chair Mark Newcomb) to direct staff to prepare a one-year extension through June 30, 2027, of the existing Parks & Rec JPA for consideration at the August joint meeting; the County vote was unanimous and the Town voted 4-0 in favor. The bodies also approved a separate motion to continue the item to the September 14 joint meeting and to direct staff to provide additional information for a revised JPA, specifically: consideration of Alternatives 4 and 5; the Parks & Rec Board email dated April 22 concerning their future role; and retaining a facilitator to assist. The motion as amended passed unanimously.
Commissioner Gardner framed the continuation motion to ensure staff would return with the identified alternatives and stakeholder correspondence; the record shows Commissioner Len Carlman called the previous question before the final vote. Staff were directed to prepare both the one-year extension and the additional materials for the Sept. 14 joint meeting.
