At the second budget hearing, city staff proposed a $35,000 stormwater rate study to reassess rates last established in 2002. CFO Alfredo said the study is included in the proposed budget and noted staff will combine the rate evaluation with consideration of capital needs so the city can identify the right rate structure.
Mayor Fernandez and other commissioners requested a retrospective analysis of projects that were funded from the general fund but may have been eligible for stormwater funding, and City Manager Mr. River confirmed that staff will include capital-side analysis to support rate-setting decisions. The commission adopted the budget that funds the study and directed staff to return with further detail.
