South Miami reports 18,333 school-zone notices, $1.27M revenue from red-speed cameras

Chief Hatfield presented the annual report on the school speed-zone camera enforcement program and provided operational and financial numbers required by statute. He said a total of 18,333 notices of violation were issued, 14,039 were paid, 65 hearings were scheduled, 33 notices were contested and dismissed, and 29 were contested and upheld. He also said 3,786 violations were escalated to uniform traffic citations for nonpayment; 378 of those UTCs were pending at the time of the report.
From a financial standpoint, Hatfield said the program collected $1,270,000 in gross revenue for the first school year. Of that total, $253,820 was remitted to the State of Florida as mandated, $494,949 was retained by the city for public safety initiatives and general fund operations, $152,292 was remitted to Miami‑Dade County School District, $63,455 paid to Miami‑Dade County to offset school crossing guard costs, and roughly $266,511 was retained by Red Speed LLC for operating and processing costs; smaller amounts covered certified mail and UTC issuance.
Commissioners asked whether nonpayment reflects delivery issues and the chief said notices use known reported addresses and residents must update addresses; staff said they record mailings and there is limited recourse beyond address updates. No in-chamber or online public commenters addressed this item; the Commission accepted the report by motion and roll call.
