The City of South Miami Commission approved a final millage rate of 3.9500 and adopted the fiscal year 2025–26 budget at a second public hearing, voting 5–0 on both items. City Attorney stated that “the final millage rate to be levied of 3.9500 exceeds the rollback rate of 3.640 by 8.25%, which is statutorily characterized as a property tax increase.”
Alfredo, the city's chief financial officer, summarized changes since the first hearing, saying staff’s updated forecasts produced “a total of increased, fund balance unrestricted of $567,000 roughly.” Commissioners asked procedural questions about when financing decisions and vendor approvals will return to the commission; City Manager Mr. River clarified that adopting the budget does not approve financing or borrowing methods, which will be considered at later meetings. The public hearing drew no speakers and both ordinance items passed on roll-call votes.
