Committee forwards OPEH&W vendor recommendation to Budget Board after motion lacks second

The Cleveland County Employee Benefits Committee heard from OPEH&W president Ross Naylor and John Locher on Sept. 18, 2025, about provider options for the county's health, dental, vision and group life insurance programs. Chairman Rod Cleveland moved to recommend OPEH&W to the Board of County Commissioners, but that motion died for lack of a second.
Vice Chair Douglas Warr then moved, seconded by County Clerk and Secretary Pam Howlett, to send the recommendation to the county's Budget Board for additional consideration and to prepare recommendations for the Board of County Commissioners. The committee recorded the Budget Board referral vote with Rod Cleveland opposed; the motion carried. The minutes note that Marilyn Williams had exited the meeting prior to the Budget Board vote.
