Council approves most HDLO nominations, tables one parcel and removes others

At the July 6 meeting the council considered three related resolutions concerning the Historic District/Landmark Overlay (HDLO). After discussion and an amendment to table a parcel (331 Plank Avenue) for a future workshop, the council approved a resolution adding two properties (22 South Avenue and 900 Wolcott) to the HDLO. A second resolution to designate seven properties where staff had mailed two notices but received no response passed on a 4–2 vote after two council members voted 'nay.'
Council members said staff had made outreach attempts and that objections trigger a higher supermajority threshold, whereas lack of response does not automatically require a supermajority. The council also passed a third resolution to remove certain properties from the nominations. Members discussed synagogue concerns about facade elements and setback compliance and agreed to defer one parcel for further consideration. Staff noted that property owners may be able to request designation at a later date if ownership changes.
