New HR manager Jenna Gray introduced; plans handbook rewrite and bargaining prep

The council welcomed Jenna Gray, Newberg’s new HR manager, who said this is her first public-sector position and described several priorities for her role, including class-and-comp studies and revising the employee handbook. "This is my 1st public sector position," Gray said, recounting prior work in HR for private companies and recent bargaining experience.
Gray said she has begun meeting department staff and will review collective-bargaining agreements ahead of 2027 negotiations. Councilors thanked Gray for stepping into the role and expressed confidence in a productive working relationship.
