Council awards contract for Main Street waterline segment under railroad to Tourney Excavating

The Newberg City Council voted to award the construction contract for the railroad-crossing portion of the Main Street waterline replacement to Tourney Excavating Inc. under Resolution 2026-4040. Staff explained the city separated the segment under the railroad as an alternate because railroad permits require a long lead time but the current permit window (60 days) made it prudent to install the casing and pipe now.
Engineering inspector Mike Grimes described the work: "the process of getting railroad permits is a 6 to 8 month process, and since we now have them and the permit is only valid for 60 days, we felt that it was important at this point to at least get that work done, so we don't have to start that process all over again, next year." Grimes said crews will bore and install an 8-inch pipe in a casing beneath the tracks; the segment will be connected to the rest of the replacement in the next biennium to keep the project within budget.
