Doctor Wilson summarized the statute and the district's obligations: "During the 89th regular session, the Texas legislature passed Senate Bill 11 amending the Texas Education Code to authorize the board of trustees ... to adopt by recorded vote on a resolution a policy required every campus of the district to provide the prayer and reading time described above." Trustees debated implementation logistics, staffing burdens on administrators, and the need to avoid disrupting instructional time; after discussion the board approved the resolution (vote recorded 4'3). The administration will draft a policy and regulations for board preview and action.
