Neighbors press planning board on noise, parking and safety at proposed North Avenue venue

At a continued public hearing, the applicant for 1154 North Avenue (a proposed entertainment venue/bar) described revisions since the prior meeting including adjusted operating hours, a separate sign permit, sprinkler updates and acoustical mitigation measures. Applicant representative Eric Wagner told the board, “Since last meeting, we made 2 adjustments to the hours based on chairman Gunn's, suggestions.” The city acoustical consultant reviewed the applicant’s plan and found the proposed mitigation approach to be robust; the draft resolution circulated to the board will condition approval on post-construction perimeter acoustic testing with thresholds defined in the permit.

Neighbors who live directly behind the property pressed for firm conditions on the rear yard and parking. Rob Van Cott, a nearby resident, asked how the applicant would prevent late‑night congregating in the rear and whether adjacent private parking could become de facto venue parking. Van Cott also requested clarity about how post‑construction testing and enforcement would work. The applicant said staff will perform five perimeter checks per 8‑hour shift, employ security cameras with motion alerts, and have a consultant perform perimeter acoustic tests during a full-output test or during a pre-launch simulated environment. The board closed the public hearing for testimony but held off on a final vote pending a county GML referral because the site touches a state road.
