Planning staff and the project attorney told the board that the proposed Edgewater amendments would increase the total units from 246 to 248 and adjust parking to 321 spaces while retaining the project’s approved building envelopes. Project counsel Taylor Palmer described the changes as internal reconfigurations and small additions that do not increase building footprint or height.
The board voted to find the amendment exempt under the new SEQRA rules and to forward a positive recommendation to City Council for the amended special permit required for multifamily use in the RD-1.7 zone. Staff asked the applicant to provide more detail on the revised land‑bank parking, stormwater routing for the newly constructed spaces, and landscaping and screening for land-bank locations. Applicant representatives said they will add 29 new surface and eight subsurface parking spaces and shift some land‑bank spaces into new locations to avoid heavy rock excavation.
Why it matters: the Edgewater project is a major downtown redevelopment with more than 200 units already built and operating; the board emphasized justification for the parking ratio, requested real‑time parking demand data from other buildings on the site, and flagged neighborhood screening so nearby properties are buffered from surface parking changes.
What’s next: the board referred the amended special permit to City Council and set a public hearing before the Planning Board. Applicants must supply a finalized parking distribution, landscaping/screening plans, and stormwater calculations for the new impervious areas before the hearing.
