Committee advances tougher penalties for aggravated animal cruelty

Representative Johnson expressed concern that increasing criminal penalties for juveniles could remove tools judges use to route young people into mental‑health treatment instead of adult-style placements. The committee voted to move the bill to Finance, Ways & Means; the clerk recorded 15 ayes, 5 nos and 1 present not voting during that calendar action.
