Horton told the council that, after consultation with Kathi, "Debra Owens was separated from employment during her probationary period, which is consistent with the City’s Personnel Policy." Horton also proposed keeping seasonal worker Kevin Payne on after summer as a part-time employee and increasing his pay from $15.50 to $17.00 per hour, citing Payne's reported Level 5 operator skills.
