The motion to approve the permits was made by Councilmember Eric Seyer and seconded by Councilmember Steve Milz; the minutes record that the motion carried. These approvals were taken as routine, with no public comment recorded on the individual permit applications. The council did not attach conditions to the approvals in the minutes.
