Applicant and owner Igor Mitrovic requested an alteration to prior zoning conditions (Z24-0067) removing a no-additional-buildings restriction for property at 2435 Daniel Cemetery Rd. Neighbor Robert Connerley testified in opposition, emphasizing noise from birds and peacocks. Mitrovic said he would build an enclosure for the peacocks and asserted that the number of birds is limited by USDA rules.
The board denied the request and instructed Planning & Development to obtain a decibel meter to check whether the property violates the county noise ordinance. Commissioners Warren, Myers, Bradford, Adams and Dixon voted in favor of denial; Commissioner Timmy Shelnutt opposed. The motion carried 5-1.
