Lubbock ISD to form School Library Advisory Council under TEA guidance tied to SB 13

Staff said the council will have trustees appoint one voting member each, with a majority of members required to be parents rather than district employees, and one member designated as chair.
Staff described the council's responsibilities to include book acquisitions, handling challenged materials and addressing classroom library content; the district purchased about 6,000 library books last year (mostly for elementary schools), and staff noted high usage in elementary libraries compared with low usage at high schools. Meetings must be public, recorded and posted; the district will provide support to the council but noted some processes, including new book purchases, may be delayed until the council structure and systems are operational.
