A council member summarized the procedure and said the ditch extends onto adjacent properties and needs repair, so the petition route is the primary option after private parties declined to contribute.
A council member explained the financial and procedural steps: "It costs $1,500 bond, to be filed or to be paid with the filing. And then the county will have some hearings. I think this I think it's 3 public hearings." Staff added that if the county approves and the project proceeds, costs are divided based on the percentage of property in the watershed and that the ditch could become part of county maintenance with an annual assessment (the engineer described it as up to about 2% of the project cost per property in some cases).
Council members asked whether maps and information could be posted to explain the proposal to residents; staff said they would confirm details with the county engineer before publicizing maps and schedules. The resolution was moved and seconded for consideration.
