Independent audit finds San Marcos' water and wastewater impact fee records in compliance

City staff presented the results of an independent financial audit of water and wastewater impact fees and told the council auditors found no material errors or deviations.
Richard Reynosa, assistant director of engineering, said JMS CPAs — an auditor not contracted with the city in the past 12 months — reviewed detailed accounting of collected impact fees, interest, expended funds, waived fees and requested refunds going back to 2018. “City records were found in compliance. No errors, deviations, or discrepancies were found by this audit,” Reynosa said. Because this agenda item was a public hearing on the audit, staff told the council no formal action was necessary.
