Executive Director Burland said hiring is contingent on available funding, and without those positions the unit’s ability to scale live training and run analytics on training effectiveness will be limited.
Commissioners and staff discussed lower‑cost monitoring options (website metrics, outreach counts) that could provide interim indicators of impact until analytics funding is available. Staff said they will still collect the data needed for deeper analysis but that commissioning formal research will have to wait until budget resources permit.
