Commission staff: employee-level records show a sizeable training gap not visible in aggregate agency reports

Marlena, senior director of the education unit, said the commission now has access to more employee data and is working to import completion dates and contact information for those currently missing from the system.
Marlena described the technical pathway by which live trainings and on‑demand completions are captured: "all of that completion and enrollment information happens automatically in Nsetta," she said, and staff then mass‑import on‑demand completions into the state application. Staff cautioned the current 61% figure is preliminary and that agencies can still provide missing completion dates as part of the reconciliation effort.
Commissioners pressed staff on the implication of the numbers; staff estimated the noncompliant share as roughly 30% of the workforce pending agency returns and set a near‑term deadline for agencies to provide updated employee-level information.
