Commission staff says it lacks penalty authority; proposes report card and public reporting to drive agency compliance

Staff told the committee the commission lacks statutory authority to impose penalties for agencies that fail to meet training requirements and instead must rely on other levers—public reporting, agency report cards, outreach, and voluntary managerial accountability. "There are not currently any penalties that that we as a commission can impose for noncompliance with training requirements," Burland said.
Staff proposed an agency report-card product to inform agencies regularly about where they stand on training compliance, and suggested coordination with offices such as the Office of Employee Relations to encourage agencies to incorporate compliance into manager evaluations where appropriate. Commissioners discussed the limits of the commission's authority and asked staff to pursue report-card and outreach options first and to revisit enforcement or legislative remedies only if voluntary measures do not yield results.
