Staff told commissioners the training unit is under-resourced and cannot, without additional funding, hire a trainer and a data-support position the plan calls for. "Our staffing plan calls for another trainer in the unit and and another data support individual... Unless we get the additional money we've asked for... we won't be able to fill that position," Sandy Burland said.
Staff said the budget shortfall also limits the commission's ability to commission external analytics to evaluate training effectiveness. Interim indicators exist—website views and inquiry counts—but staff said rigorous research would require funds to bring in analytic expertise. Commissioners agreed budget limitations should shape a realistic implementation timeline and asked staff to propose measurable objectives consistent with current resources.
