Staff told the committee the commission maintains two distinct data streams—individual employee records and agency-aggregate reports—which currently show different compliance rates and require reconciliation before the commission can state a final statewide completion rate. "We collect, as most of you are aware, 2 separate distinct types of training data," Marlena, senior director of the education unit, said, explaining the agency-reported (aggregate) numbers and the individual-employee data in SEDA.
The discrepancy matters because the operational response depends on the true size of the backlog. Staff said individualized data currently shows a lower completion rate (staff cited a range around the low 60s) while agency-aggregate reporting approaches the high seventies/low eighties. To close gaps, staff have (a) been conducting outreach calls (more than 100 last year), (b) sent agencies customized spreadsheets listing missing completion dates and requesting contact information, and (c) relied on multiple technical imports (automatic population from live CETC when an employee has an Nsetta record and manual mass imports for on-demand completions).
Staff asked agencies to return updated employee completion dates by the deadline set during the meeting so staff can produce an updated analysis for April. They also emphasized technical barriers—inconsistent role distributions inside agencies, varying learning-management systems, and missing email addresses—that make full automation difficult without expanded ITS work and further onboarding support.
